[UCI-Linux] Bill Nottingham: Fedora Core 3 Transferred to Fedora Legacy

If you are still running Fedora Core 3, you should upgrade to Fedora
Core 4.  Updates for FC3 will slow, and you may not be able to get
security updates in a timely manner.

Fedora Core 5 is due out in March, assuming testing goes as planned.
