[UCI-Linux] how to test PC power supplies?

I have a suspect server power supply.

Is there a std way to test PC power supplies?  Does anyone have a scope that 
they'd be willing to lend (or let me attach a PS to) or is there a hand-held 
device that can test the voltage over a fairly long time period?  CAn you get 
an accurate enough idea from watching a voltmeter for several minutes?

How do do the NACS and/or PC support people test suspect PS's?  Or do you just 
replace them if at all suspect?
