Abstract: The true measure of success towards the Director of National Intelligence (DNI) 2015 vision is an ability to achieve a globally networked and integrated intelligence enterprise that can provide ubiquitous, persistent and dynamic ISR information to the intelligence community and to war fighters, creating decision advantage for commanders while delivering timely mission-responsive course of actions in a complex operations environment. To that end, the current ISR systems suffer the "swimming in sensors and drowning in data" problem; our military does not require more sensors, but smart solutions to exploit the "big data" and "data in motion" from these ISR sensor systems to enhance mission value and ensure ISR system relevancy.  Pervasive ISR is a state that can be enabled by developing technologies and capabilities that unify collaborative analytics, information access and adaptive collection under a concept of dynamic enterprise intelligence. This discussion will explore the meaning of pervasive ISR, the associated hard problems and the advanced technologies that can bring true meaning to ubiquitous, persistent and dynamic ISR. Technologies such as advanced multi-disciplinary human-computer interface and visualization, multi-domain information deep analytics, patterns of life analysis and social behavior modeling are of special interest to the Intel community.
