The Relevance of ‘Europe’ to Greek Foreign Policy.
‘Europe’ has been central to Greek foreign policy since the end of the Second World War. The question is, ‘which Europe’? It is argued that it is not necessarily ‘being European’ which is fundamental for Greece in the formulation and pursuit of its foreign policy. What is key is belonging to an institutionalised ‘Europe’ which legitimises and safeguards interests, gives meaning to foreign policy, and enhances capabilities. This paper juxtaposes material and normative interpretations of Greece’s ‘European context’ in answering this question which has become even more relevant in times of severe socio-economic crisis and the effects this may have on foreign policy.
Dr Spyros Economides is Senior Lecturer in International Relations and European Politics at the London School of Economics, and Deputy Director of the Hellenic Observatory. He received the Robert Mackenzie Prize for his doctoral thesis on The International Implications of the Greek Civil War. His subsequent work has concentrated on the international affairs of Southeastern Europe and EU external relations, as well as Greek foreign policy. He is currently writing on the EU’s Balkan experience since 1991.
