passed away. As many of you may know, Mr. Tijerina was a strong

attorney he fought against civil rights abuses and later became a
founder of MALDEF. Mr. Tijerina will always be remembered for his
great contributions to the Hispanic community and he will be sorely=20
missed by all.

MALDEF, the nation's premier Latino civil rights organization applauds
the F.B.I. for launching an investigation into a Riverside County
sheriff's beating of a farmworker captured on videotape. The civil
rights agency also calls for strict police conduct guidelines.
"Our communities know from tough experience that abuses are more
likely to occur when police officers purport to apply federal civil=20
immigration laws," said Immigrants' Rights Attorney Katherine Culliton,
in MALDEF's Washington, D.C. office. "This case is part of a pattern
of police harassment of the Riverside avocado pickers. The police
have been asking for a driver's license independent of traffic violations, which is illegal under state law, and they have been asking for immigration documents, which is illegal under federal law. The U.S. constitution
prohibits state and local police from enforcing federal civil immigration
laws."
MALDEF is litigating similar cases against local police who seek to
enforce immigration laws and are racially profiling Latinos. "This investigation is especially important considering that immigrants are
being wrongfully targeted and harassed since 9/11," Culliton explained.
Hector Villagra, MALDEF's Regional Counsel added: "MALDEF has been
calling on California police agencies to create guidelines for officers.
Without appropriate guidelines, officers can all too easily proceed to
stop, question, or detain individuals merely because of their perceived
national origin or 'foreign' appearance. This case highlights the problem.
The Riverside Sheriff opposes the idea of his deputies taking on=20 the
additional responsibilities of immigration officers, yet he does not have
any guidelines on how his deputies are supposed to behave."
"The identification of local police with immigration enforcement could
lead many immigrants to refuse to report crimes or assist in criminal
investigations as witnesses because of the fear that any contact with the
police could lead to deportation," Villagra explained. "When crimes go
unreported and witnesses refuse contact with investigatory officers
because both victims and witnesses fear deportation, public safety is undermined. Here the investigation is further stymied because the chief
witness and victim was deported, after being beaten."

The Tomas Rivera Policy Institute (TRPI) and the University of Southern
California School of Policy, Planning, and Development have entered
into a new partnership. TRPI is the nation's oldest policy research
institute focusing on Latino issues.
In announcing the partnership, USC Provost Lloyd Armstrong Jr., said,
"We are very pleased to welcome the Tomas Rivera Policy Institute to=
USC .
"This institute has earned a stellar reputation over the years as a=
real force in Latino policy issues. It will bring major strength to our
School of Policy, Planning, and Development and to USC's commitment to
urban affairs."
The institute will join the school, and president Harry Pachon will
join its faculty in the fall.
"A primary commitment of the USC School of Policy, Planning, and
Development is to promote understanding - and the values of leadership
and community service - among the diverse groups that make up Los
Angeles and the United States today," said the school's dean, Daniel=
Mazmanian.
"With this partnership, that commitment assumes a significant new
dimension," Mazmanian said. "We will be deepening our research,=
knowledge, and involvement within the largest and fastest-growing
segment of the population."
Recent census data predict that one out of four Americans will be
Latino by 2050.
"As this nation contemplates its future, TRPI has positioned itself= to
continue to meet the growing demands and needs of the complex and
dynamic Latino community," said Pachon. "We're looking forward to= this relationship with USC and the synergy we'll be developing with faculty=
and students on applied policy research."
With a complement of researchers on staff, TRPI investigates key issues
that affect Latinos, from immigration and education to technology and
employment.
Founded in 1985, the institute has done groundbreaking research on such
varied topics as Latino political behavior; immigrant remittances and
their impact on Latin American countries; media trends in the Latino
community; and the "digital divide" confronting minorities.
In 1993, Pachon joined the institute as president. He is a founding
member and past executive director of the National Association of Latino
Elected Officials Education Fund. He is currently the Luther Lee Professor=
of Public Policy at Claremont Graduate University.
"The kind of work we do, both at TRPI and the school, requires an
appreciation of the complex workings of the public policy process and
government, and of the importance of collaborations among public, private=
and nonprofit sectors to devise workable solutions to our many= challenges," said Mazmanian.
"This partnership will be of tremendous mutual benefit," he said.= "The
institute gains by being at a major research university in an urban
setting. And the school gains an important area of scholarly strength."=

*** CA REPUBLICAN PARTY REJECTS ANTI-MUSLIM RHETORIC ***
(Anaheim, CA - 5/13/2003) - In an effort to address the concerns of the
Muslim community, Duf Sundheim, chairman of the California Republican
Party (CRP) visited the Council on American-Islamic Relations - Southern= California (CAIR-LA) at its Los Angeles office last Thursday. The meeting=
was called after The Daily Trojan and The Loyolan reported anti-Islamic= statements made by
Shawn Steel, former chairman and current board member of the CRP. At the
meeting, Mr. Sundheim expressed his regrets and apologies on behalf of the=
CRP. To date, Mr. Steel has refused to apologize or acknowledge the
offensive nature of his comments.
In a written statement issued by the CRP, Mr. Sundheim stated, "At= two
recent pro-troop rallies on college campuses in Southern California,
former California Republican Party Chairman Shawn Steel was outspoken
regarding the Islamic
religion. Those statements, taken at face value as printed in both The
Daily Trojan and The Loyolan, were inflammatory and do not represent the= opinion of the California Republican Party."
In a statement to the Daily Trojan, Rob Stutzman, spokesman for the CRP,
reaffirmed that Mr. Steel "is no longer chairman for the party and no=

At the meeting, CAIR-LA also brought up other pressing concerns of the

GOP and the need for the Republican Party to distance itself from such= rhetoric. Mr. Sundheim stressed his interest in continued dialogue and= cooperation through additional meetings with the party in California and= nationally.
"The Muslim community is encouraged by the CRP leadership's= assurances
that the Republican party is committed to inclusiveness of all
Californians," said Omar Zaki, CAIR-LA Director of Government= Relations.
"We appreciate and look forward to the continued dialogue and support=
from the California Republican Party under the leadership of Duf
