Seismic Safety: Will California's Hospitals Be Ready for the Next Big Quake?

Following the 1994 Northridge earthquake, which caused $3 billion damage to hospitals,
state lawmakers passed SB 1953 to strengthen seismic safety standards to ensure that
hospitals would withstand a strong earthquake.
This report by RAND, a follow-up to a 2002 study, examines the progress California
hospitals have made toward meeting deadlines for retrofitting and reconstruction under
the new law. It outlines the challenges of complying with the deadlines and also looks at
the difficult policy considerations that policymakers face as they work to achieve full
implementation.
The analysis reveals that many hospitals will fail to meet 2013 and 2030 deadlines. In
fact, it may take more than 30 years, and as much as $110 billion, to fully implement the
law.
