States continue to freeze or reduce Medicaid payments to providers

All 50 states froze or reduced Medicaid payments to health care providers in
fiscal years 2005 and 2006 as part of a wide array of strategies to reduce
program costs, according to the latest annual survey by the Kaiser Commission
on Medicaid and the Uninsured. Among other strategies, more states also adopted
measures in FY 2006 to restrict Medicaid eligibility, cut benefits or increase
co-payments. However, the state Medicaid officials surveyed saw little chance
of program cost pressures abating in the absence of broader health reform to
address the growing number of uninsured and lack of alternatives for long-term
care assistance, the report indicates. They also remain concerned about the
potential impact of federal initiatives to control Medicaid spending that
"could shift the balance in financing the program in the direction of states,
beneficiaries and providers," the report notes.
