[In response to a question on the minimum wage, Bush said:]
"... just kids were being shuffled through the school. And guess 
who would get shuffled through? Children whose parents 
wouldn't speak English as a first language just move through."
[Some code language in there for some constituencies? And
it implies that people are refusing to speak their L2 as an L1.
Later, although Kerry had said nothing about it, Bush said:
"He talked about children whose parents don't speak English 
as a first language? Absolutely we've got to make sure they 
get educated." Education doesn't exist in other languages? - Ed.]
