has not been the cause of suicide terrorism. Rather nearly all cases
are found to be effective towards a "secular and strategic goal:
to compel ... democracies to withdraw military forces from territory
that the terrorists consider to be their homeland." Thus the current
U.S. approach in the Mideast is liable to increase suicide terrorism.
