[Back from the JALT conference here in Japan. The economic consequences
of the rise of China, a very promising ELT market, seems to be one
reason the Japanese government is getting a little more serious about
the public having English abilities. If they acknowledge past failures,
rather than unleashing a flood of criticism from non-Japanese,
intercultural sensitivity should still be exercised - Ed.]
